If your site is in California, then you can keep your license and registration in California. I spent years as a consultant outside the state, and never changed my base in New Jersey. Before buying a home in New Jersey, I have my mother's house in Florida as my base for many years there were no taxes to the state.
What makes the difference is that your employer for the contract. If you do your business in CA, CA, or another consulting firm on their own, you're good.
